On 21 May 2025, supported by the RF Ministry of Economic Development and the RF Ministry of Foreign Affairs, the RF Public Chamber will host the first international forum “Strategic Communications. Ideas&Insights”.
The Forum was established by the PR Consultant Companies Association (AKOS) as an industry event to discuss topical issues and share international experience in strategic communications. The new expert platform will contribute to improving qualifications of Russian specialists, expanding their interaction with foreign communicators, and resetting the communications industry, which today is impacted by new challenges and new opportunities, while becoming a priority for business and government.
“The Public Chamber acts as a platform, uniting efforts to develop the entire communications industry, and public relations constitute one of the nine communications industries. It is proper that the first AKOS forum is to be held on the Public Chamber platform”, said Rifat Sabitov, chairman of communication Industries coordinating council at the RF Public Chamber, the VGTRK holding deputy general director. “An event of such a scale should be more than just an exchange of opinions, it should also identify prospects for PR industry development for the next few years, being one of the creative industries”, said Rifat Sabitov.
The forum programme, based on expert requests, includes an international teleconference-preforum, opening plenary session, strategic and several parallel topical sessions, public talks, youth and educational programme. The AKOS advisory council opening meeting will brings together heads of of big business communicative functions, government and public sector. The AKOS award “For contribution to establishment of a professional communications market” will be presented at the forum.
“The problem of building up communication strategies and partnerships is particularly noticeable under the current realities. Success of any project, business or brand in the long term depends on how systematically and professionally communicators approach its solution,” said Andrei Lapshov, chairman of AKOS, president of Insiders Group. “Our forum is conceived as a permanent expert platform, designed to assist our professional community. The AKOS expertise, in development for 25 years, will make a reliable base. We have timed the event to the ACOS award for those who shaped our market. We want to pay tribute to our colleagues who set up first profile companies, industry forums, competitions, initiatives that formed the basis of the current PR market”.
Another honour will take place as part of the AKOS Guide session. AKOS star experts will analyze cases that won the largest number of different communication awards last year and, like the Michelin Guide, will assign PR-stars to the industry leaders.

The forum will present the results of the latest relevant AKOS research, such as a study of modern approaches to assessing the effectiveness of PR, a study of the current practice of applying AI in communications (jointly with the Higher School of Economics), and a study of PR industry personnel (jointly with hh.ru). On the eve of the forum, AKOS, the digital agency Interium and the Museum of Entrepreneurs, Patrons and Philanthropists launched a large-scale study on the history of communication in Russia. Its goal is to find out what PR-tools were used by entrepreneurs in the second half of the 19th - early 20th century. The presentation of the project results, which will take place at the beginning of the day, will offer a new positioning of the PR-industry as an integral milestone in the history of the Russian state.
